Not so. You can get to Locarno on Lake Maggiore from Zurich with the Swiss Pass and to Tirano from within Switzerland. See validity map above.

The Swiss Pass is excellent except for a couple of routes on the main lines are blocked. So you can't get to Lake Locarno from Zurich or go to Tirano. Plus a couple of others. Why? Or if cost is a problem why not advertise how much extra it is to have unrestricted access. Or have an all inclusive Special Swiss Pass.
